 note = {During recent years, the author has carried out a number of studies on the language teaching and learning programs for Mongolian and Tibetan national education in Republic of China era by
observing the official language standardization and unification effort from the then government,including use of Mandarin in elementary school textbooks and middle school teaching.
One of the measures of popularization of Mandarin was the promotion of phonetic symbols. 
The author found that, despite the fact that the phonetic symbol system had no longer been used and was replaced by a new phonetic system called "Mandarin phonetic alphabets" since 1949,its influence still exists.
How the phonetic symbols had been developed and implemented will be a subject of future investigation.},
