The purpose is for it to achieve practical use promotion of the resource circulation type technology for recycling as a building construction material. The specimen is three. The test variable is presence of mixing the coal ash and concrete strength. The lording method did cyclic loading of the positive and negative alternating by the antisymmetric pressurization method. As a result, it can be confirmed that the horizontal resistance performances of the strength, the energy dissipation capacity, and the ductility properties, etc. are equal to plain concrete, and is possible to evaluate it by the previous calculation formula of the past.
