Blurred images are supposed to be expressed by the point spread function with Gauss distribution. Moreover, we suppose that the original image of each blurred image is a binary irrmge. To restore blured images under these conditions, we introduce a new functional which evaluates binary degree of images. This evaluation functional is defined by using Otsu's method which is the technique of making to binary of the gray scale image. This evaluation functional takes minimum value 0 when the object image is a binary image, and takes maximum value 1 at a uniform image. Therefore, this functional took minimum value at the original image.
