However, many of patients with higher brain dysfunction still cannot take appropriate social welfare program because there is little social understanding of the problem. The national support project of higher brain dysfunction has been started in 2001 and revealed more precise data for higher brain dysfunction. They emphasize the need for improvement of social welfare service program. This paper summarizes the legal framework of welfare service in Japan and considers legal issues surrounding higher brain dysfunction.},
