内容記述 The purpose of this study is to clarify the conditions underpinning the emergence of creative and knowledge-convergent industries led by non-Chaebol actors in the Busan region, as one dimension of the dual transformation of Korea’s industrial structure in the post-Chaebol era. Based on field research and company visits, the study conducts a cross-sectional analysis of the relational structures linking firm actors, industrial support hubs, and foreign-affiliated enterprises. The cases examined include digital content industries, medical-beauty-related firms, small-lot production–oriented cosmetics manufacturing facilities, industrial hubs supporting the upgrading of traditional manufacturing, and foreign suppliers that complement process technologies. The analysis reveals that complex knowledge elements are constructed through inter-firm division of labor, while shared standards, equipment, and verification functions within industrial hubs effectively lower entry barriers. Moreover, foreign firms function less as capital investors and more as intermediaries of technology and standards, thereby complementing the formation of the Busan model. Together with the internal transformation of Chaebol-led manufacturing analyzed in Part I, this paper demonstrates that new industrial developments led by non-Chaebol actors have progressed externally in parallel, reinforcing the overall picture of Korea’s dual industrial transformation.
