<datacite:description descriptionType="Other">In structural design, we do not take into consideration of cracks, which exist in steel structures inevitably in a rolling and welding process, etc, and the existance of the cracks causes the stress concentration around them. In such a case, the conventional design method becomes invalid and it is necessary to develope the new design system. The fracture mechanics is the one that can estimate the safety and reliability of steel members with cracks. In this paper, the auther examines the fracture toughness of steel members by means of the Crack Opening Displacement (COD) testing that is one of the applications of the fracture mechanics and is considered to be most available for the brittle fracture of steel structures.</datacite:description>
